Project intelligence answers whether a campus is likely to be built. Operations assurance answers whether a built campus can be run. Those are different questions, and the second one is no longer theoretical on the Alberta tracker.

As of 11 September 2026, five projects are under construction and one is approved. They are the six Highly Credible names. Public watch items on those pages already include commissioning, not only grading.

The calendar is shorter than the announcement stack

eStruxture CAL-3 is the nearest operating-style test: construction confirmed, CoreWeave as anchor tenant, Phase 1 reported sold out, commissioning and announced fall-2026 service on the watch list. The published 90 MW is facility power. Execution and commissioning risk remain.

Prairie Sky Strathmore is being watched for a first 2 MW phase commissioning and customer occupancy, not for the 50 MW roadmap as a single event.

Meta / Sturgeon is a longer build, with first data-hall commissioning / 2028-29 service milestones on the public watch list. About 3,000 construction workers at peak and more than 300 operational jobs are the published split. The 300 are the crew that has to inherit the plant.

Bitdeer, AHI Phase 1 and the K-Tech proof-of-concept are also in the ground. They add energization events, not a reason to wait until the 24 proposed rows resolve.

The mixed-basis 17,665.8 MW announcement total is not the readiness workload. The Highly Credible calendar is.

Technically complete is not operationally ready

Operations assurance is built around that sentence. A commissioning authority can sign a system. Operations can still inherit missing as-builts, thin SOP / MOP / EOP coverage, an incomplete CMMS, alarm paths that have never been walked, and a crew that has not demonstrated the work the site actually has to do.

The three public assessments are:

  1. Readiness and handover - can operations inherit the plant?
  2. Controls and human performance - can routine work proceed without becoming an outage?
  3. Workforce competency - can the crew operate under normal, abnormal and emergency conditions?

None of that is a re-score of sponsor quality or AESO allocation. A Highly Credible project can still fail handover. A proposed project does not yet present an operating problem.

People are part of the same gate

Construction peak and live-ops crew compete for industrial electricians, HVAC/R mechanics and controls technicians. Those tickets are already tight in the wider Alberta construction market. Published ALIS averages are a baseline, not a bid. That evidence is in what boards should watch in Alberta’s data-centre talent market.

A board that funds the hall and treats staffing as a recruiter’s problem after COD is underwriting only half of energization.

What to underwrite before first load

Separately from the project ranking:

  • Handover evidence and open deficiencies
  • Procedure coverage and change control
  • Alarm response and vendor controls
  • Role coverage and demonstrated competency on the actual plant
